bPlaced was founded by a care-experienced social worker and an operational leader in children’s services. Together, we combine frontline insight with structured execution to improve how placement decisions are made.

Our vision is to positively impact the lives of young people with our solutions and driving collaboration within the sector. We beleive we are all stronger when we work together.

The Founders

Roxroy Fearon - Co-Founder Roxroy is a care-experienced social worker with extensive frontline and systemic experience in children’s services. He understands the pressures facing placement teams and the lived realities of young people navigating the care system. He works expertly with others to help them thrive. At bPlaced, he brings safeguarding expertise and deep sector insight, ensuring that every decision remains grounded in what is right for young people - including his 7 grandchildren.

Jessica Sandall - Co-Founder

Jess has 17 years’ experience across Early Years multi-site operations. She has led teams, overseen safeguarding and supported young people to thrive. As a qualified coach, she brings a reflective, values-led approach to leadership — balancing care with operational clarity. At bPlaced, she is focused on building a solution that strengthens collaboration across the system and improves outcomes for young people in care. She's also a very proud mum of three.

Where We Are Now

What began as two people with frontline experience and a shared frustration with the placement system has grown into a genuinely two-sided network. In July 2026 we hosted our first provider event, the bPlaced Provider Morning in Darlington — bringing providers and the bPlaced team together in person to build relationships and share good practice. Alongside the platform, we’re now running live pilots with Stockton-on-Tees and Redcar & Cleveland Local Authorities, working toward our first facilitated placements together.

It’s early days, but the community forming around bPlaced is exactly what we set out to build: people working with each other, not around each other.
